When prisoners are under restraint or punishment, in segregation or in the hospital wing, they will be in particular need of spiritual comfort and reassurance. The Quaker prison minister has a right and duty in these circumstances to visit a prisoner registered as a Quaker, whether in membership or not, whilst a visit from a prison visitor may not be allowed.
